Over the past decade, the OPEC Fund for International Development (OFID) has been ranking among the most privileged and important international organizations at a global level. What are the most significant and satisfying projects from this period, and what are the development plans for the next upcoming decade?


One of the significant achievements was the realignment of our operational focus in response to Energy for the Poor Initiative. We did this through establishing Energy Poverty as 9th missing MDG. We also created the special grant account for energy programs. OFID was also selected as member of Advisory Board for UN Secretary-General’s Sustainable Energy for All initiative. This resulted in a $1bn replenishment to support this as agreed by Member Countries in June 2011. The framework for our approach to providing people with energy access is captured in our “Declaration on Energy Poverty,” which was issued by the OFID Ministers in 2012 and announced at the Rio+20 conference the same year.


On an Operational achievement we began scaling-up, restructuring and prioritizing of operations by broadening mechanisms and allocating increased resources in order to better respond to Partner Country needs and enhance execution of OFID’s mandate.


Other highlights include heightened support to priority sectors in support of the Food-Energy-Water Nexus. Supporting Arab countries in transition through the Deauville Partnership, and our inclusion in the Steering Committee of the Global Partnership for Effective Development Cooperation (GPEDC). These activities demonstrate that OFID has grown from a lending institution to a real player in the international development arena.


• OFID is providing support for many of the developing countries in the world. What are the criteria to determine this support?


All developing countries, with the exception of OPEC Member Countries, are in principle eligible for OFID assistance. The least developed countries, however, are given higher priority and have therefore attracted the greater share of support. So far, 134 countries worldwide have benefited from OFID’s financial assistance.


• What was the sum of grants provided by OFID during 2013? And to what projects were the grants directed?


OFID’s grant program includes technical assistance for small-scale social schemes, sponsorship for research and other intellectual pursuits, and emergency relief aid.


In addition, OFID has set up special programs that respond to the urgent and unique challenges presented by HIV/AIDS, Palestine and, most recently, energy poverty. The latter is a particular priority and complements the financing provided through other mechanisms in support of OFID’s Energy for the Poor Initiative.


In 2013, some US$24.9m was approved through OFID’s various grant programs for a total of 86 projects across all developing regions of the world.


Technical assistance: US$6.7m: For activities ranging from water & sanitation schemes and agricultural research to health and education initiatives.


Special program for Palestine: US$6.3m. To support a broad range of interventions designed to improve living conditions and create opportunities in some of the most deprived communities.


Energy poverty program: US$4.7m. For five projects, all of them based on renewable sources and benefiting 23 countries in sub-Saharan Africa, the Middle East, Asia and Latin America.


HIV/AIDS Program: US$3.2m. To support six projects, including a joint program with the International Law Organization targeting workplace prevention, treatment and care.


Emergency aid: US$2.1m. To assist flood victims in Sudan, healthcare for Syrian refugees, hurricane survivors in the Philippines, and to provide food aid to Korea DPR and to Africa’s Sahel region.


Research grants: US$1.9m. To sponsor conferences and similar events and help fund a number of small-scale education and capacity-building schemes.


As of December 31, 2013, OFID had provided some US$573.5m in outright grants across all programs, working with UN agencies and a host of international and national NGOs, among many other partners, to meet the needs of the vulnerable, marginalized and very poor.


In 2014 alone, 54 grants were provided totalling $23,34m.



• Your Excellency, Director General Suleiman Al-Herbish: in addition to all your responsibilities and tasks you also are well-known for your personal commitment to culture and art. What are the topics that you are reading and interested in outside your professional obligations linked to OFID?


Those who know me know that I am an avid reader. In particular, I find great interest in books on leadership and management styles. While these are relevant for my professional life, I find that a lot of the lessons are also applicable to our personal relations.


On a completely different note, I enjoy reading poetry and novels. Currently, I am reading the works of the great Arab poet Al-Mutanabbi. It is amazing that even though he lived in the 10th century, his poems remain very relevant to this day. In particular, he sounds as though he is addressing the current events unfolding in the Arab World today.

On 28 November 2014, the Austro-Arab Chamber of Commerce invited Their Excellencies the Arab Ambassadors and Arab Diplomatic Corps, together with the AACC’s board of directors and members to attend the chamber’s 23rd General Assembly, together with the 24th Meeting of the Board of Directors at the “House of Trade” in Vienna.

GA 10The President of the AACC Dr. Richard SCHENZ opened the meeting by welcoming all participants and sharing an expert’s view over the current economic situation and developments in Europe, the Arab countries and in the global context. The Secretary General Eng. KHOUJA informed the board and members about the position, activities and membership issues of the AACC as of November 2013 until November 2014. In the statement of the auditors, Mr. Albert KRONBERGER and Member of the Viennese Parliament Dipl.-Ing. Omar AL-RAWI certified the bookkeeping performance, whereas Treasurer Mr. Wolfgang KABUREK presented the financial report for 2013.

In his statement, Vice-President Nabil KUZBARI pointed on the present conflicts in the Arab region, and the negative role of the media by blaming religion and “Islam” for the political crises happening in the region. He identified the AACC’s duty to inform its members and partners about the “real” Islam, referring to its tolerance and true values. Serving the common interest to improve trade, Vice‑President Henry HAFEZ identified the power of personal human relations and economy as the key to overcome problems caused by media or other factors. He therefore recommended a strong cooperation with the AACC, to build up and strengthen the personal network and relations in the region. Vice-President Prof. Reinhart GAUSTERER also approved the statements.

Karl-Heinz STRAUSS, Director General of PORR AG and Mr. Nafez ALAYYAN, Member of the Board of Jordan Chamber of Commerce.

In addition to a large number of AACC member companies and 11 representatives from the Arab Diplomatic Corps - including two Ambassadors that were present, this year’s General Assembly was particularly honoured by the participation of Arab board representatives who were especially coming from abroad to attend this meeting: H.E. Mr. Abdullah Sultan AL‑OWAIS, President of the Sharjah Chamber of Commerce, Mr. Khaled AL-KUWARI, representing H.E. Shaykh Khalifa Bin Jassim AL THANI, President of the Qatar Chamber of Commerce and Industry, and Mr. Ahmed AL-CHIHABI, Chairman & CEO from Aleppo Pharmaceutical Industries LLC.

 AACC attends the 16th Arab Investors Forum in Cairo

The Vice-President of the AACC KommR Nabil KUZBARI and Secretary General Eng. Mouddar KHOUJA attended the “16th Arab Businessmen and Investors Forum” – focus on “Investment in Egypt: Investing in the Future” and the First Egyptian Investment Forum in Cairo, Egypt from 23-24 November 2014. The high-level Forum gathered state presidents, ministers, politicians, businessmen, and other high level representatives from Arab and other countries, to discuss together prospects and future of investment in Egypt. Mr. Herbert SCHEIBNER, former Minister of Defense of Austria, was also attending this event.

On the sidelines of the event, the Assistant Secretary General for Economic Affairs of the League of Arab States H.E. Dr. Mohammad AT-TWAIJRY and H.E. Minister pp. Jamila MATAR, Head of the Energy Department of the League of Arab States, received a delegation of Secretaries General of the Joint-Arab Chambers, to discuss new approaches and methods to intensify future cooperation with the Arab League especially in the field of renewable energy. It was agreed that official Arab institutions should be approached at least once a year to discuss this most important topic.

Followed by a generous invitation for lunch by the Vice-President of the AACC, Mr. Nabil KUZBARI, the Austro-Arab Chamber of Commerce welcomed Senator H.E. Issa Haidar MURAD, Chairman of Amman Chamber of Commerce and Mr. Nafez ALAYYAN, Second Vice Chairman of the Amman Chamber of Commerce and designated member of the Board of Directors of the in Vienna on 11 November 2014. The meeting was attended by the Ambassador and Permanent Representative of the Hashemite Kingdom of Jordan to Austria, H.E. Mr. Hussam Al Husseini.



The Secretary General of the AACC, Eng. Mouddar KHOUJA suggested to strengthen the cooperation between Austria and Jordan in the field of renewable energies, as Austria has achieved a great progress in the field on the European and global level.


H.E. Senator MURAD, who is also President of the Jordan-European Business Association (JEBA) expressed his support for the proposal, stressing that his visit is aimed on discussing ways to strengthen economic and trade cooperation between Austria and Jordan on the private sector level.


He pointed out that Jordan is pursuing a number of legislative and economic reforms to promote the development and intensification of the role of the private sector in Jordan, in addition to the promising investment opportunities and facilities offered by the Kingdom of Jordan to investors in many areas.

On Friday, 31 October 2014, the Austro-Arab Chamber of Commerce (AACC) and its cooperation partners, the Vienna Chamber of Commerce and Industry (WKW), the Vienna Business Agency and the United Nations Industrial Development Organization (UNIDO) were hosting a Reception and Get-Together in the honourable historical hall of the “House of Trade” in Vienna.





The Reception marked the final closing event for the UNIDO Global Executive Programme with focus on “The Future of Manufacturing: Trends and Policy Options”, which was held from 27-31 October 2014 in Austria. The program brought decision makers, experts and representatives of numerous international industry ministries - including ministers, state secretaries and directors - together to discuss trends and concepts for sustainable industrial development and production in the global context, and to develop strategies for future implementation. The high-level delegates were coming Argentina, Chile, China, Costa Rica, Dominican Republic, Ecuador, Egypt, India, Iran, Jordan, Laos, Malaysia, Mauritius, Mongolia, Nigeria, Pakistan, Philippines, Seychelles, South Africa, Sudan, St. Lucia, Swaziland, Timor-Leste, Turkey and Uruguay.





The President of the AACC Senator Dr. Richard SCHENZ welcomed the delegation and the honourable guests that were also present, including their Excellencies the Ambassadors and representatives from the Arab and international diplomatic corps, together with cooperation partners and representatives from other institutions and the Austrian industry sector. He also gave a short welcome address in the name of the Vienna Chamber of Commerce and Industry (WKW) in his function as the Vice-President of the Austrian Federal Economic Chamber (WKO), the umbrella organisation of the federal chambers in Austria.





In a short presentation, the Secretary General of the AACC Eng. Mouddar KHOUJA gave an overview on historical and economic facts about Austria and introduced the AACC and its recent activities. He also presented to the audience the current trade volume statistics between Austria and the delegates’ respective countries by comparing the data from 2013 and 2014 and indicating economic trends and developments in this context.





On behalf of UNIDO, Mr. Ludovico ALCORTA, Director of Research, Statistics and Industrial Policy Branch addressed the audience and cooperation partners with words of appreciation. On behalf of Mag. Sabine OHLER, Director of International Services from the Vienna Business Agency, Mag. Daniel CHLADEK, concluded the welcome notes with a final statement.

So sind z.B. der bekannte Wiener Schokoladenproduzent Heindl und der Wiener Marmeladenproduzent StaudViennaClassicIMGP4408 Kopie VIENNA CLASSIC Produktpartner. Seitens der Gastrotechnik arbeitet VIENNA CLASSIC eng mit der international tätigen Firma WMF zusammen.


Das VIENNA CLASSIC Exportprojekt wurde in Kooperation mit der WKO unter anderem auch in den Vereinigten Arabischen Emiraten präsentiert, -eine Region, die ja bekanntlich aus der jüngeren Geschichte heraus starke Affinität zu Österreich und zu Wien im Speziellen zeigt. Das Feedback auf das angebotene VIENNA CLASSIC Sortiment war so groß, dass sich gleich mehrere mögliche Partner für den Aufbau eines VIENNA CLASSIC Franchise-Projektes als kombiniertes Café- & Handelshaus in der Region interessierten. Voraussetzung dafür war allerdings, ein eigenes Flagship-Projekt in Wien zu gründen.


Nach einiger Zeit der Suche fand man in den Ringstrassen-Galerien ein geeignetes Objekt, das im Spätsommer 2014 übernommen und komplett auf das VIENNA CLASSIC – Konzept abgestimmt und umgebaut wurde.


Das Konzept basiert auf der gelungenen Symbiose zwischen dem Charme der K.u.K. – Zeit und der modernen systematisierten Gastro-Technik & Logistik des 21.Jhts. Das Projekt versteht sich allerdings nicht nur als reines Café- & Handelshaus: VIENNA CLASSIC präsentiert sich vielmehr – ebenso wie seine Namenspartnerin – die Stadt Wien selbst – als Gastgeberin und Plattform für die verschiedensten Veranstaltungen sowie als internationaler Treffpunkt der Kulturen.


Nunmehr fand 27. November unter großem Publikums-Interesse die offizielle Eröffnung in den Ringstrassen – Galerien statt.

الغرفة تعقد الجمعية العمومية الـ23 واجتماع مجلس الإدارة الـ24


بحضور لفيف من السادة السفراء العرب وأعضاء السلك الدبلوماسي العربي في فيينا، وبمشاركة مجلس إدارة غرفة التجارة العربية النمساوية والسادة أعضاء الغرفة، انعقدت يوم الجمعة 28 نوفمبر 2014 الجمعية العمومية الـ23 للغرفة، واجتماع مجلس الإدارة الـ24، وذلك بقاعة المناسبات التاريخية بمبنى دار التجارة بفيينا.

GA 10افتتح أعمال الاجتماع رئيس الغرفة، السيناتور دكتور ريتشارد شينتس، مرحبا بجميع المشاركين، واستعرض في إيجاز الوضع الاقتصادي الحالي والتطورات ذات الصلة في كل من أوروبا والدول العربية وفي السياق العالمي.

وبدوره قدم المهندس مضر الخوجه، الأمين العام للغرفة تقريرا حول المكانة التي تتمتع بها الغرفة والنشاطات التي أقامتها خلال العام الماضي، ومسألة عضوية الغرفة خلال الفترة من نوفمبر 2013 إلى نوفمبر 2014.


كما قدم كل من السيد ألبرت كرونبرجر والمهندس عمر الراوي، تقييمهما السنوي بصفتهما كمدققي حسابات الغرفة. وعرض المسؤول المالي، السيد فولفجانج كابوريك التقرير المالي للغرفة عن عام 2013.

وفي بيان له، لفت الرئيس العربي للغرفة، المستشار نبيل الكزبري إلى الصراعات الدائرة في المنطقة العربية، وما تقوم به وسائل الإعلام من دور سلبي في تحميل الإسلام ما ينشب من أزمات سياسية في المنطقة. وأشار إلى واجب الغرفة في تعريف أعضائها وشركائها بصحيح الدين الإسلامي وما يدعو إليه من تسامح وإعلاء للقيم الإنسانية.

ومن جانبه أكد نائب رئيس الغرفة، السيد هنري حافظ على قوة العلاقات الإنسانية وقدرتها في خدمة المصالح المشتركة لتحسين التجارة والاقتصاد، وكعامل أساسي للتغلب على المشاكل الناجمة عن وسائل الإعلام أو عوامل أخرى. وأوصى حافظ بضرورة تعزيز التعاون مع غرفة التجارة العربية النمساوية، لبناء وتعزيز شبكة العلاقات الشخصية في المنطقة.

وخلال الجلسة انتخبت الجمعية العامة عددا من السادة الأعضاء الجدد رفيعي المستوى في مجلس الإدارة، وهم: الدكتور المهندس هاينز براندل، رئيس الجمعية النمساوية للمهندسين والمهندسين المعماريين (OeIAV)؛ أندرياس جينسده، رئيس الجمعية النمساوية للشركات الصغيرة والمتوسطة، الدكتور ليوبولد هيننجر، الرئيس التنفيذي لشركة فويث هيدرو المحدودة، الدكتور كاري كابش، الرئيس التنفيذي لشركة كابش كارير، وكارل هاينز شتراوس، المدير العام لشركة بورر، ونافذ عليان، عضو مجلس إدارة غرفة تجارة الأردن

وبالإضافة إلى حضور عدد كبير من ممثلي الشركات الأعضاء في غرفة التجارة العربية النمساوية و11 من السادة أعضاء السلك الدبلوماسي العربي، من بينهم اثنان من السفراء، فقد حظيت الجمعية العمومية هذا العام بمشاركة متميزة من أعضاء بمجلس الإدارة من الجانب العربي، والذين حضروا مشكورين خصيصا للمشاركة في أعمال الجمعية العامة واجتماع مجلس الإدارة، وهم السادة: عبد الله سلطان العويس، رئيس غرفة تجارة الشارقة، وخالد الكواري، ممثلا عن الشيخ خليفة بن جاسم آل ثاني، رئيس غرفة تجارة وصناعة قطر، وأحمد الشهابي، رئيس مجلس الإدارة والرئيس التنفيذي لشركة حلب للصناعات الدوائية.

الغرفة تشارك في المنتدى الـ16 للمستثمرين العرب


شارك وفد من غرفة التجارة العربية النمساوية برئاسة الرئيس العربي للغرفة، المستشار نبيل الكزبري والأمين العام المهندس مضر الخوجه، في فعاليات "منتدى رجال الأعمال والمستثمرين العرب" في نسخته السادسة عشر، والذي أقيم في العاصمة المصرية القاهرة يومي 23 – 24 نوفمبر 2014 تحت عنوان "الاستثمار في مصر.. الاستثمار في المستقبل"، وتزامن معه انعقاد المنتدى المصري الأول للاستثمار. كما شارك في المنتدى السيد هربرت شايبنر وزير الدفاع النمساوي الأسبق.

وشهد المنتدى مشاركة واسعة رفيعة المستوى من قبل رؤساء دول والوزراء وسياسيين ورجال أعمال؛ حيث تمت مناقشة آفاق ومستقبل الاستثمار في مصر.


وعلى هامش المنتدى، استقبل كل من الأمين العام المساعد للشؤون الاقتصادية في جامعة الدول العربية سعادة الدكتور محمد التويجري وسعادة الوزيرة المفوضة المهندسة جميلة مطر، رئيس قسم الطاقة في جامعة الدول العربية، وفدا من الأمناء العامين للغرف العربية الأجنبية المشتركة، لبحث سبل دعم وتعزيز التعاون المستقبلي مع جامعة الدول العربية؛ وخاصة في مجال الطاقة المتجددة. وتم الاتفاق خلال اللقاء على ضرورة أن تلتقي المؤسسات العربية الرسمية مرة واحدة سنويا على الأقل الموضوعات الهامة التي تجري على الساحتين العربية والدولية.

رئاسة غرفة تجارة عمّان في ضيافة الغرفة


استقبلت غرفة التجارة العربية النمساوية وفد غرفة تجارة عمّان برئاسة العين عيسى حيدر مراد، رئيس مجلس إدارة الغرفة، والسيد نافذ عليان، النائب الثاني لرئيس الغرفة، عضو مجلس إدارة غرفة التجارة العربية النمساوية، وحضر اللقاء سعادة السفير حسام الحسيني، سفير المملكة الأردنية الهاشمية لدى النمسا.




ورحب الأمين العام لغرفة التجارة العربية النمساوية، المهندس مضر الخوجه برئاسة غرفة عمّان، مقترحا أن يتم تعزيز التعاون بين النمسا والأردن في مجال الطاقة المتجددة، والتي تحقق فيه النمسا تقدما على المستوى الأوروبي والعالمي.

وأعرب مراد، الذي يترأس أيضا جمعية الأعمال الأردنية الأوروبية (جيبا) عن تأييده لهذا المقترح، مؤكدا على أن زيارته تستهدف بحث سبل تعزيز التعاون الاقتصادي والتجاري بين المملكة والنمسا على مستوى القطاع الخاص.


وأشار مراد إلى أن الأردن ينتهج العديد من الإصلاحات التشريعية والاقتصادية لتعزيز التنمية وتكثيف دور القطاع الخاص في التنمية الاقتصادية الأردنية، بالإضافة إلى ما تتميز به المملكة الأردنية من فرص استثمارية واعدة في العديد من المجالات، وما يواكب ذلك من تسهيلات تقدم للمستثمرين.





الغرفة تنظم ملتقى التعارف بحضور ممثلي يونيدو وأعضاء السلك الدبلوماسي


بالتعاون من غرفة فيينا للتجارة والصناعة، ووكالة فيينا للأعمال ومنظمة الأمم المتحدة للتنمية الصناعية (يونيدو(، أقامت غرفة التجارة العربية النمساوية يوم الجمعة 31 أكتوبر2014 ملتقى التعارف بقاعة الاحتفالات التاريخية بـ"دار التجارة" في العاصمة فيينا.






وشكّل الملتقى ختاما لفعالية البرنامج التنفيذي العالمي لمنظمة يونيدو، التي حملت عنوان "مستقبل التصنيع: الاتجاهات والخيارات السياسية"، والتي عُقدت بالنمسا في الفترة من 27-31 أكتوبر 2014. وشارك في البرنامج صناع القرار وخبراء وممثلون عن عدد من وزارات الصناعة في العالم، وبحضور وزراء ووزراء دولة، بغرض مناقشة اتجاهات ومفاهيم التنمية الصناعية المستدامة والإنتاج في السياق العالمي، ووضع استراتيجيات مستقبلية. وشارك ممثلون رفيعو المستوى من دول الأرجنتين، تشيلي، الصين، كوستاريكا، جمهورية الدومينيكان، الإكوادور، مصر، الهند، إيران، الأردن، لاوس، ماليزيا، موريشيوس، منغوليا، نيجيريا، باكستان، الفلبين، سيشيل، جنوب أفريقيا، السودان، سانت لوسيا، سوازيلاند، تيمور الشرقية وتركيا وأوروغواي.



وفي بداية الملتقى ألقى السيناتور دكتور ريتشارد شينتس، رئيس الغرفة كلمة رحّب فيها بالضيوف من يونيدو والسفراء وممثلي السلك الدبلوماسي العربي والدولي، وشركاء التعاون مع الغرفة وممثلي المؤسسات النمساوية. كما ألقى شينتس كلمة موجزة باسم غرفة التجارة والصناعة في فيينا، بصفته نائب رئيس الغرفة الاقتصادية الاتحادية النمساوية، التي تعمل تحتها الغرف المحلية في النمسا.




ومن جانبه قدّم المهندس مضر الخوجة، الأمين العام للغرفة، عرضا شمل لمحة عامة عن حقائق تاريخية ومعلومات اقتصادية عن النمسا، كما قدم تعريفا بالغرفة وأنشطتها الأخيرة. وشمل العرض أحدث إحصاء بشأن حجم التبادل التجاري بين النمسا والدول التي شارك ممثلوها بالملتقى، وكذلك مقارنة بين معطيات هذا المجال في عامي 2013 و2014، وما تشير إليه الاتجاهات الاقتصادية والتطورات في هذا السياق.


وباسم منظمة الأمم المتحدة للتنمية الصناعية (يونيدو)، عبّر السيد لودوفيكو ألكورتا، مدير قسم البحوث والإحصاء والسياسة الصناعية بالمنظمة، عن تقديره للسادة الحضور. وبالنيابة عن السيدة سابينا أولار، مدير الخدمات الدولية في وكالة فيينا للأعمال، اختتم السيد دانيال خلاديك كلمات المتحدثين في الملتقى.

وشكّل هذا الملتقى فرصة مثالية للمناقشات الشخصية والتواصل مع المندوبين والسادة الضيوف.
